Your best bet is to do a gauge swatch, measure your sts per inch, multiply that by the number of inches you want your finished piece to be, then adjust that number so it is divisible by the cast on multiples. Finally add the additional stitches necessary by the cast on (the +X at the end) and any stitches for a border.
